Estates Plan Announced
A letter was recently sent to neighbors of the Monrovia
Nursery sites in Glendora to announce a new housing plan to be built
on the Nursery’s
95-acres of land in Glendora. To view a copy of the letter, click

This
new plan calls for building approximately 130 single-family homes according
to existing zoning (ie. 20,000 square foot minimum lot size) and includes
guidelines from the prior draft specific plan to insure quality and certainty. This
new plan came about as the result of meetings between the Nursery and
the SOS Glendora Organization.
As a result there will only be one plan to review
at the scoping hearing on October 2, 2006. That plan will be the “Existing Zoning
Plan with Guidelines”. The “Active Adult Specific Plan” has
been withdrawn.
To be sure the new plan includes all the benefits
of the prior draft specific plan the undersigned are recommending use
of a Community Facilities District (“CFD”) to finance the public improvements. This
means no tax burden will be placed on the existing homeowners. The
features to be financed with the CFD and paid for by new homeowners include:
- Widening of Sierra Madre onto the Nursery property, rather than onto
existing right of way to the north;
- Installation of a new storm drain in Baldy Vista Street;
- Installation of a connection from West Leadora and Yucca Ridge storm
drains to the new storm drain in Baldy Vista, to bypass the Baldy Vista
Creek;
- Installation of a sewer in west Leadora;
- Inclusion of a public trail along the railroad tracks and on the
south side of Sierra Madre;
- Maintaining no access points at Baldy Vista, Danton, and Oakbank
streets;
- Inclusion of a stop light at Foothill and Citrus to meet safety concerns
voiced by neighbors just north of Foothill.

17, '06: Development Review Committee Update
The City of Glendora Development Review Committee (DRC) met on January
12th to provide direction to Monrovia Nursery on technical issues related
to its proposed plan.
The DRC clarified that an Environmental Impact Report will be required.
The EIR will study the following topics:
• Aesthetics •
Land Use
• Air Quality •
Noise
• Biological Resources •
Population/Housing
• Cultural Resources •
Public Services
• Geology and Soils •
Recreation
• Hazards & Hazardous Materials • Traffic
• Hydrology & Water Quality •
Utilities
The DRC gave advice to the Monrovia Nursery on key items that may affect
the plan, including the following:
1. Sidewalks and streetlights will be mandatory in the new neighborhoods.
2. Electrical wires that connect power poles to serve our neighbors may
be removed. Southern California Edison will be contacted regarding this.
3. Cul de sacs are required at the end of Danton, Oakbank and Baldy Vista.
Based on the DRC staff report, Monrovia Nursery provided the following
information at the meeting:Drainage - The Monrovia Nursery plan
proposes to install a storm drain system in Calera, Donnington, Baldy
Vista and W. Leadora so that flood waters would no longer flow in the
Baldy Vista channel or on neighborhood streets. A detention basin is
needed to ensure that there is no increase in the amount of water leaving
the new homes and to ensure that flood waters do not overwhelm the storm
drain on Citrus Avenue.
Studies to ensure no contaminated soil and/ or groundwater from prolonged
Nursery operation – The Monrovia Nursery has been testing its soil
and water since the 1970s. Additional soil and water testing is being
conducted for the EIR.
Adequate Fire Department access - Monrovia Nursery will be meeting with
the Los Angeles County Fire Department to confirm that the access
points are considered adequate for safety vehicles and emergency
access.
Water availability – Monrovia Nursery has its own water rights
and is willing to talk with the City about dedicating water rights to
the City as part of a Development Agreement.
Noise/ Vibration from future Gold Line operations - The plan
has been designed to place all new homes at least 150 feet from the railroad
tracks to minimize noise and vibration.
Impacts on the Fairmount Cemetery – The Monrovia Nursery has previously
entered into an Agreement with the Fairmount Cemetery to provide a new
fence around the Cemetery, provide new irrigation and landscaping and
create a non-profit organization for the Cemetery to allow it to conduct
fundraising. A second Agreement will be discussed
with the Trustees to provide a buttress fill to the east slope of the
Cemetery to stabilize the slope as well as provide nearby parking for
the Cemetery.
Infrastructure conflicts with Rosedale Specific Plan Temporary Drainage
Improvements - The Estates Plan will create a permanent storm drainage
system for the new homes as well as the existing homeowners in the neighborhood.
The construction of the storm drain system will be timed to be sure flood
protection is maintained during construction. This will eliminate any
conflict between the temporary and permanent systems.
Impacts on city services – The Monrovia Nursery Plan is
being
designed to ensure new home owners pay 100% of any and all net costs
to the city and there will be no new taxes or other costs borne by existing
residents.
Blue Line stream impacts – Impacts to blue line streams, if any,
will be described in the biological technical report for the Estates
Plan EIR.
